CALL TO ORDER
Mr. Broshar called the meeting to order at 1:18 p.m. Five Committee members were present. The agenda was approved. The minutes from the August 4, 2020 meeting were approved.

Small Population Area Applications

APPLICATIONS
City of Cedar Rapids // ConnectCR
The project summary was provided by Ms. O’Riley. Project representatives were not present.
City of Estherville // Estherville Municipal Swimming Pool Project
Project representatives provided an update including an announcement of $500,000 of additional LOST funding for the project. The City plans to let bids in the Fall of 2020.
City of Holstein // Holstein Aquatic Center
Project representatives provided an update on project fundraising. The City plans to let bids in January 2021.
City of Marion // The Marion Public Library New Building Project
Project representatives provided an update to the Board. The current Marion Library was badly damaged by the recent derecho storm. The first bid package will open on September 1, 2020, with a groundbreaking planned for October 1. An additional $300,000 has been raised. The city can provide a backstop for the outstanding fundraising gap.
City of Northwood & Northwood-Kensett Community School District // Vikings Activity Center
Project representatives provided an update to the Board. Discussion included fundraising outside of Northwood, community member accessibility, and the possibility of reducing the scale of the project.
City of Sioux City // Chris Larsen Park Riverfront Development
Project representatives provided an update to the Board. Discussion included timing of structures and phases. Planners have identified staging areas and access points for future phase construction. Site work has started.
City of Tabor & Tabor Library Association // Lakin Library and Envisioning Center
Project representatives provided an update to the Board. Discussion included fundraising and community support for the project.
Iowa Railroad Historical Society // All Aboard! Capital Campaign
Project representatives provided an update to the Board. Discussion included the time needed to close the fundraising gap.
Jackson County Fair Association // Jackson County Fair & Extension / 4H Outreach Center
Project representatives provided an update to the Board related to the project budget and in-kind contributions. Discussion included how the fundraising gap would be closed and the 0% loan from Jackson County.
Linn County Conservation // Morgan Creek Park Development - Phase I
Project representatives provided an update to the Board. Discussion included storm damage to forest cover and fundraising.
Madison County Conservation Board // Madison County Conservation Center
Project representatives provided an update to the Board. Discussion included an additional grant awarded to the project and application corrections provided to IEDA staff on August 6.
North Iowa Band Festival Foundation & City of Mason City // The Principal® Pavilion
Project representatives provided an update to the Board. Discussion included the amount of time needed to close the fundraising gap.
Red Oak Grand Theatre, Inc. // Expand the Grand – Phase II
Project representatives provided an update to the Board. Discussion included updated fundraising and funds spent on the project to date.
Winnebago County Conservation Board // Winnebago County Environmental Education Center
Project representatives provided an update to the Board. Discussion included the addition of an elevator to the project plan, the timeline for letting bids, and environmental displays.
Woodbine Community Foundation, Woodbine Community School District, and City of Woodbine // Woodbine Regional Wellness Center
Project representatives provided an update to the Board. Discussion included county funding, and the ability to close the fundraising gap if a CAT award was made in an amount significantly less than what has been requested.
Committee Action on Applications/Recommendations to Board
Next Steps & Direction to Staff
Mr. Broshar developed and shared a spreadsheet listing each project currently under review with the total project cost, CAT request and fundraising gap. This spreadsheet offered a suggested award amount for each project as a starting point for discussion purposes. Committee discussion included the requirement for awards to small population areas and how to address three projects from Linn County, while being mindful of geographic diversity in the awards.
On a motion by Mr. Boone and seconded by Ms. Van Kooten, the CAT Committee forwarded the City of Estherville // Estherville Municipal Swimming Pool Project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $250,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Deignan and seconded by Mr. Carter, the CAT Committee forwarded the City of Holstein // Holstein Aquatic Center to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $300,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Boone and seconded by Ms. Van Kooten, the CAT Committee forwarded the City of Sioux City // Chris Larsen Park Riverfront Development to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $400,000, contingent on completed fundraising within 90 days.
On a motion by Ms. Van Kooten and seconded by Mr. Carter, the CAT Committee forwarded the City of Tabor & Tabor Library Association // Lakin Library and Envisioning Center to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $186,877, contingent on completed fundraising within 90 days.
On a motion by Mr. Deignan and seconded by Mr. Boone, the CAT Committee forwarded the Iowa Railroad Historical Society // All Aboard! Capital Campaign to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $150,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Boone and seconded by Mr. Broshar, the CAT Committee forwarded the Madison County Conservation Board // Madison County Conservation Center to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $450,000, contingent on completed fundraising within 90 days.
On a motion by Ms. Van Kooten and seconded by Mr. Carter, the CAT Committee forwarded the North Iowa Band Festival Foundation & City of Mason City // The Principal® Pavilion to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $375,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Carter and seconded by Mr. Deignan, the CAT Committee forwarded the Red Oak Grand Theatre, Inc. // Expand the Grand – Phase II project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $150,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Carter and seconded by Mr. Deignan, the CAT Committee forwarded the Winnebago County Conservation Board // Winnebago County Environmental Education Center project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $250,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Carter and seconded by Mr. Deignan, the CAT Committee forwarded the Woodbine Community Foundation, Woodbine Community School District, and City of Woodbine // Woodbine Regional Wellness Center project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $450,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Deignan and seconded by Mr. Boone, the CAT Committee forwarded the City of Marion // The Marion Public Library New Building Project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $450,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Boone and seconded by Mr. Carter, the CAT Committee forwarded the Linn County Conservation // Morgan Creek Park Development - Phase I project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $350,000, contingent on completed fundraising within 90 days.
