CALL TO ORDER

Mr. Broshar called the meeting to order at 10:30. Five Committee members were present. The agenda was approved. The minutes from the June 12, 2019 meeting were approved.

Notice of Intent to Apply

IEDA has received 9 notices with planned requests of $3,061,456 for the July 15 deadline.

APPLICATIONS

City of Algona & Friends of Algona Public Library // Algona Public Library Building Project

Project representatives provided a written update. The City of Algona continues fundraising and plans to return next month with an update.

City of Cascade // Wave of the Future

Project representatives provided an update in fundraising which reduced the CAT request. On a motion from Mr. Boone and seconded by Ms. Hein, the CAT Committee forwarded the City of Cascade // Wave of the Future project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $228,888.

Council Bluffs Soccer Club // Iowa West Sports Plex

Project representatives provided an update on the status of fundraising. Iowa West has pledge to secure the remaining gap for the organization, along with a construction loan. On a motion from Ms. Hein and seconded by Mr. Boone, the CAT Committee forwarded the Council Bluffs Soccer Club // Iowa West Sports Plex to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $400,000, contingent upon verification of secured financing within 60 days.

City of West Des Moines // MidAmerican Energy Company RecPlex

Tom Hadden provided an update to the Board. The update related to additional fundraising including a $600,000 grant from Prairie Meadows and the plan to close the remaining gap with local option sales tax from the City of West Des Moines. The City will continue to seek funds to offset this amount. On a motion by Ms. Hein and seconded by Mr. Burns, the CAT Committee forwarded City of West Des Moines // MidAmerican Energy Company RecPlex to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $500,000, contingent upon verification of secured financing in 90 days.

ArenaCo and Johnson County Historical Society // Johnson County Historical Society Museum Relocation

Representatives from ArenaCo and the Johnson County Historical Society gave a fundraising update. They plan to complete fundraising by August 14th.

FilmScene // FilmScene Project

Project representatives provided an update on fundraising and plans to secure the remaining gap. On a motion by Mr. Boone and seconded by Mr. Carter, the CAT Committee forwarded the FilmScene // FilmScene Project on to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $320,760, contingent upon verification of secured financing in 60 days.

Brooklyn Community Development // Brooklyn Opera House

Project representatives provided the first presentation of the project to the Board. Discussion included historic preservation tax credits and a USDA loan for additional project financing. A Department of Natural Resources grant had to be expended to remove asbestos from the facility prior to the sale to the organization. Therefore, the budget will be updated to reflect the work that has been done. The Board expressed an interest to participate in the project at $500,000.

Brucemore // Brucemore Preservation Project

David Janssen, Executive Director, provided the first presentation of the project to the Board. Discussion included city and county funding and additional private donations. The project may also be eligible for up to $500,000 in historic preservation tax credits. In addition, the organization has a $2 million line of credit that could be used as a backstop to fundraising, however, the organization would prefer not to use it. The Board expressed an interest to participate in the project at $400,000.

The next CAT Committee meeting is tentatively set for August 14, 2019 at the TBK Bank Sports Complex (4850 Competition Drive, Bettendorf).
