CALL TO ORDER

Mr. Broshar called the meeting to order at 10:25. Four Committee members were present. The agenda was approved. The minutes from the May 8, 2019, meeting were approved.

APPLICATIONS

Hoyt Sherman Place Foundation // Hoyt Sherman Place: The Next 100 Years

Robert Warren presented an update to the Board. He stated that permits have been approved and a construction contract has been signed for the project. In addition to the written fundraising update provided in Board materials, an additional $80,000 was raised in the last week. Discussion also included expanded options for parking and an increase in attendance.

On a motion by Ms. Hein and seconded by Mr. Carter the CAT Committee forwarded the Hoyt Sherman Place Foundation // Hoyt Sherman Place: The Next 100 Years Project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $500,000, contingent on completed fundraising within 90 days.

City of Algona & Friends of Algona Public Library // Algona Public Library Building Project

Mara Strickler provided an update to the Board related to additional fundraising. Discussion included the project scope, which includes an expansion and major renovation of existing space. The project will also make the building, which was gifted to the City in the 1980’s, ADA compliant. The Board discussed what an appropriate award amount might be, and asked IEDA staff to pull recently awarded library projects for comparison. Following a review of prior library awards in Hiawatha, Carroll and DeWitt, the Board provided feedback that a likely award would be $400,000.

City of Cascade // Wave of the Future

Project representatives provided a written update, which documented the increase in fundraising and decrease in total project cost that was described at the May meeting. Project representatives plan to attend the July meeting.

Council Bluffs Soccer Club // Iowa West Sports Plex

Project representatives provided a written update showing increased fundraising and documentation of financing for outstanding pledges. The Board asked that IEDA staff provide feedback to the applicant that a likely award will be $400,000.

City of Solon // SRNA Phase IV – Splash Pad & Restroom Picnic Facility

Cami Rasmussen provided an update and overview of the project. On a motion by Mr. Carter and seconded by Mr. Burns the CAT Committee forwarded the City of Solon // SRNA Phase IV – Splash Pad and Restroom Picnic Facility Project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $56,549.

City of West Des Moines // MidAmerican Energy Company RecPlex

Tom Hadden provided an update to the Board. The update related to additional fundraising including $50,000 from Dallas County. The City plans to move forward with bids for the utilities and grading. The Iowa Wild will be a major user of the facility and assist with youth hockey programming. The City of West Des Moines Parks Department will oversee operations of the facility and a partnership with Des Moines University is being explored. The Board provided feedback to the applicant that a likely award will be $500,000.

ArenaCo and Johnson County Historical Society // Johnson County Historical Society Museum Relocation

Project representatives provided the first presentation of the project to the Board. Discussion included plans for completed fundraising by September 1, relocating the museum from its current location, and the relationship between ArenaCo and the Johnson County Historical Society. The Board expressed a willingness to support the project at the request of $500,000.

FilmScene // FilmScene Project

Project representatives provided the first presentation of the project to the Board. Discussion included the project timeline, clarification of funds spent to date, and the lease to own structure. The Board expressed a willingness to support the project at the request of approximately $320,000.

The next CAT Committee meeting is tentatively set for July 10, 2019 at the Iowa Hospital Association.
