CALL TO ORDER

Mr. Broshar called the meeting to order at 10:17. Three Committee members were present. The agenda was approved. The minutes from the February 13, 2019 meeting were approved.

APPLICATIONS

Madison County // Rebuild Cedar Covered Bridge

Project representatives provided an update on fundraising. With an in-kind contribution from the county the CAT request has been reduced to $57,727. On a motion by Ms. Hein and seconded by Mr. Carter the CAT Committee forwarded the Madison County // Rebuild Cedar Covered Bridge Project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $57,727.

Keokuk Parks Foundation & City of Keokuk // Keokuk Parks Foundation Pickleball Court Project

Project representatives provided an update on project fundraising which included an additional $20,000 from the City of Keokuk. On a motion by Ms. Hein and seconded by Mr. Carter the CAT Committee forwarded the Keokuk Parks Foundation & City of Keokuk // Keokuk Parks Foundation Pickleball Court Project to the Enhance Iowa Board with a recommendation that a CAT grant be awarded in the amount of $16,151.

Scott County Family Y // Downtown Davenport YMCA

Project representatives were not present. Staff referenced the updated materials provided. Board members asked that the applicant show a more detailed budget including design fees, furniture, fixtures and equipment.

Iowa Asian Alliance & Riverfront Development Authority // Asian Garden Enhancement

Project representatives were not present. Staff referenced the updated materials provided showing county funding was secured. Board members asked that the applicant seek more individual donations and city funding.

Milford Commercial Club & City of Milford // Millstone Park

Project representatives provided the first presentation of the project to the Board. Jill Harms explained how the project came to be and that the location is the entrance to Iowa Great Lakes. The design of the art is inspired by the water driven mills that were once located in Milford. Discussion included securing additional private fundraising and a likely award of 15% - 20% of the total cost.

The next CAT Committee meeting is tentatively set for April 10, 2019 at the Charles E. and Florence M. Lakin Community Center, Malvern.
