CALL TO ORDER
Ms. Van Kooten called the meeting to order at 9:32 a.m. Five Committee members were present. The agenda was approved. The minutes from the October 7, 2021 meeting were approved.

APPLICATIONS
Camp Foster YMCA // Igniting a Healthy Legacy project representatives gave the initial presentation on plans to expand, repurpose and construct new buildings on property. Additional discussion included project financing and plans to close the fundraising gap. There are plans to bid the project in January with dirt work beginning Spring 2022. Major construction will occur following camp season – late August 2022.
City of Sioux Center & Dordt University // American State Bank Sports Complex project representatives gave the initial presentation on the plans to construct a sports dome for joint use between the City of Sioux Center and Dordt University. Discussion included the dome’s life expectancy and plans for repair/replacement costs.
City of Grinnell // Grinnell Veterans Memorial Building Renovation project representatives gave the initial presentation on the renovation of the Grinnell Veterans Memorial Building. The presentation also included information about how the facility will be used for artist residency. The project will be bid in January of 2022 with construction be complete in May 2023.
Harrison County Conservation Board // Willow Lake Nature Center project representatives gave the initial presentation on the construction of the nature center located in the Loess Hills. Plans to increase local fundraising through local businesses and additional grant opportunities were discussed. The project has been bid and site preparation has begun. Board members raised concern about the lack of city participation and minimal individual donor participation. Discussion also included how the fundraising gap would be closed.

Keokuk Library Foundation // Keokuk Library Park project representatives gave the initial presentation on the construction of the public park. Contractors will be lined up December/January to start construction by April 2022. Memorial bricks will be sold to close the fundraising gap.
Nahant Marsh Education Center // Nahant Marsh Education Center project representatives gave the initial presentation on plans to expand the nature education center and add trails. A committee member raised a concern about functional space located on second floor with no elevator. An explanation was provided that the second level would not have public use. Funds spent were used to purchase land and restore wetlands. The project has been bid and is waiting to break ground until funding is finalized. Discussion also included an explanation of the Wetland Mitigation Bank and how it will be managed.
Sunflower Child Development Center // Sunflower Discovery Center project representatives gave the initial presentation on plans to construct a youth discovery center. Discussion included how the childcare facility and discovery center will operate.
City of Fort Madison // Fort Madison Marina Revitalization project representatives gave the initial presentation on the marina revitalization project. The committee raised questions about the status of Army Corp approval. IEDA staff noted that the 501(c)3 organization will be added as an applicant/recipient once all determinations are finalized. Currently, dredging and pier construction are underway and are not included in the CAT request. This project will include the docks and marina with plans to be complete within a year.

OTHER BUSINESS
Ms. Van Kooten requested that staff provide the committee with a spreadsheet summarizing each project, grant request, request percentage, and fundraising gap for review. Mr. Broshar plans to bring forward initial recommendations for discussion purposes to committee meeting on December 2nd.
CLOSING BUSINESS
The next CAT Committee meeting is tentatively scheduled for December 2, 2021 at 1963 Bell Ave, Des Moines.
