CALL TO ORDER
Mr. Broshar called the meeting to order at 9:35 a.m. Six Committee members were present. 

ELECTION OF OFFICERS
On a motion by Mr. Broshar and seconded by Ms. Hein, the Committee elected Valerie Van Kooten to chair the committee. 

The agenda was approved. The minutes from the October 1, 2020 meeting were approved.

APPLICATIONS

City of Grimes // Grimes Public Library New Building Project representatives gave the first presentation on the proposed library building project. Committee members asked about funds already expended and the current fundraising status. 

City of Adair // Adair Community Center project representatives gave the first presentation on the new community center. Committee members discussed the request percentage, fundraising efforts to date, and the level of county funding. Representatives explained the project timeline, which includes pouring the building foundation yet this fall. 

City of Creston // McKinley Park Aquatic Center Phase I project representatives gave the first presentation on the aquatic center project. Discussion included community need and the timeline for construction. Also, clarification was provided related to the phased approach to this project.  

City of Epworth // Epworth Splash Pad project representative gave the first presentation on plans to construct a splash pad. Discussion included project fundraising, and the City’s plan to cover any fundraising gap and cost over-runs through local-option sales tax. Discussion also included the planned concrete surface of the splashpad.

Fisher Governor Foundation // Marshalltown Arts and Civic Center Renovation project representatives gave the first presentation on the proposed renovation of the Marshalltown Arts and Civic Center. It was noted that the insurance proceeds from damage caused by the 2020 Derecho storm have been included in the project financing. Discussion included plans to complete the private fundraising for the project. Mr. Broshar asked that floor plans be provided to the Board for a better understanding of the project scope.

City of Hartley // Hartley Community Pool project representatives gave the first presentation on the construction of the Hartley pool. Discussion included the city approved bond issuance and the project construction timeline. 

City of Nevada // Nevada Fieldhouse project representatives gave the first presentation on the proposal to construct a new fieldhouse complex. Discussion included outstanding grant requests, the construction timeline and possible private development in the area as result of the project. 

City of Waukee // All-Inclusive Area at Triumph Park project representatives gave the first presentation on the plans to construct an all-inclusive area in Triumph Park. Discussion included the timeline of construction, cash funding from the city, and the public fundraising campaign.
