CALL TO ORDER
Mr. Boone called the meeting to order at 1:03 p.m. Ten voting members were present. The agenda was approved. The minutes from the July 9, 2020 meeting were approved.
John Burns arrived at 1:07 p.m.
CONTRACT AMENDMENTS & CONTINGENT AWARDS
YMCA of Washington County // Washington Community Y Phase 1 Building Project requested an amendment to extend the completion date of the project to December 31, 2020. Discussion included COVID-related delays and whether the requested deadline would provide enough time to fully complete the project and pay all project-related invoices. On a motion by Ms. Hein and seconded by Mr. Deignan, the Board approved the request to extend the completion deadline to December 31, 2020.
City of Carroll // New Library, New Carroll requested an amendment to extend the completion date of the project to December 31, 2020. Discussion included whether the requested deadline would provide enough time to fully complete the project and pay all project-related invoices. On a motion by Mr. Carter and seconded by Ms. Van Kooten, the Board approved the request to extend the completion deadline to December 31, 2020
The Board recessed for the CAT Committee at 1:18 p.m.
The Board reconvened following the CAT Committee meeting at 3:46 p.m.
REPORTS
Tourism Report
Jessica O’Riley reported that the Iowa Tourism office is promoting https://www.shopiowa.com/ and the gift card marketplace. In addition, there will be a fall/winter travel guide released.

CAT Committee Recommendations
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the City of Estherville // Estherville Municipal Swimming Pool project a CAT Grant in the amount of $250,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Mr. Burns, the board awarded the City of Holstein // Holstein Aquatic Center project a CAT Grant in the amount of $300,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Mr. Carter, the board awarded the City of Marion // The Marion Public Library New Building project a CAT Grant in the amount of $450,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Wells, the board awarded the City of Sioux City // Chris Larsen Park Riverfront Development project a CAT Grant in the amount of $400,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the City of Tabor & Tabor Library Association // Lakin Library and Envisioning Center project a CAT Grant in the amount of $186,877, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Wells, the board awarded the Iowa Railroad Historical Society // All Aboard! Capital Campaign project a CAT Grant in the amount of $150,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the Linn County Conservation // Morgan Creek Park Development - Phase I project a CAT Grant in the amount of $350,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Mr. Boone, the board awarded the Madison County Conservation Board // Madison County Conservation Center project a CAT Grant in the amount of $450,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the North Iowa Band Festival Foundation & City of Mason City // The Principal® Pavilion project a CAT Grant in the amount of $375,000, contingent upon the completion of fundraising within 90 days. Ms. Ginneberge abstained.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the Red Oak Grand Theatre, Inc. // Expand the Grand – Phase II project a CAT Grant in the amount of $150,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the Winnebago County Conservation Board // Winnebago County Environmental Education Center project a CAT Grant in the amount of $250,000, contingent upon the completion of fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the Woodbine Community Foundation, Woodbine Community School District, and City of Woodbine // Woodbine Regional Wellness Center project a CAT Grant in the amount of $450,000, contingent upon the completion of fundraising within 90 days.
