CALL TO ORDER
Mr. Boone called the meeting to order at 11:02 a.m. Nine voting members were present. The agenda was approved. The minutes from the September 23, 2021, meeting were approved.
CONTRACT AMENDMENTS & CONTINGENT AWARDS
On a motion by Ms. Van Kooten and seconded by Mr. Carter, the board awarded the City of Grimes // Grimes Public Library New Building Project a CAT Grant in the amount of $400,000, contingent upon completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Mr. Deignan, the board awarded the City of Epworth // Epworth Splash Pad project a CAT Grant in the amount of $60,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Mr. Boone, the board awarded the Fisher Governor Foundation // Marshalltown Arts and Civic Center Renovation project a CAT Grant in the amount of $400,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Pfannkuch, the board awarded the City of Creston // McKinley Park Aquatic Center Phase I project a CAT Grant in the amount of $200,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Wells, the board awarded the City of Nevada // Nevada Fieldhouse project a CAT Grant in the amount of $424,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Pfannkuch, the board awarded the City of Hartley // Hartley Community Pool project a CAT Grant in the amount of $350,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Hein, the board awarded the City of Waukee // All-Inclusive Area at Triumph Park project a CAT Grant in the amount of $200,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Pfannkuch, the board awarded the City of Adair // Adair Community Center project a CAT Grant in the amount of $115,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Hein, the board awarded the Nahant Marsh Education Center // Nahant Marsh Education Center project a CAT Grant in the amount of $400,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Wells, the board awarded the Harrison County Conservation Board // Willow Lake Nature Center project a CAT Grant in the amount of $400,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Pfannkuch, the board awarded the City of Fort Madison // Fort Madison Marina Revitalization project a CAT Grant in the amount of $400,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Mr. Deignan, the board awarded the City of Grinnell // Grinnell Veterans Memorial Building Renovation project a CAT Grant in the amount of $350,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Wells, the board awarded the Sunflower Child Development Center // Sunflower Discovery Center project a CAT Grant in the amount of $500,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Pfannkuch, the board awarded Camp Foster YMCA // Igniting a Healthy Legacy project a CAT Grant in the amount of $325,000, contingent upon the completion of fundraising by May 31, 2022.
On a motion by Ms. Van Kooten and seconded by Ms. Pfannkuch, the board awarded City of Sioux Center & Dordt University // American State Bank Sports Complex project a CAT Grant in the amount of $500,000, contingent upon the completion of fundraising by May 31, 2022. Mr. Boone abstained from this vote.
On a motion by Ms. Van Kooten and seconded by Ms. Wells, the board awarded Keokuk Library Foundation // Keokuk Library Park project a CAT Grant in the amount of $144,458, contingent upon the completion of fundraising by May 31, 2022.
Adopt Amendments to Sports Tourism Program Rules – 261 Iowa Administrative Code Chapter 215
Ms. Connell gave an update on the administrative rules. No public comment was received. On a motion by Ms. Pfannkuch and seconded by Mr. Deignan, the rules were adopted.
REPORTS
Tourism Report
Ms. O’Riley provided the report. The Iowa Tourism Office was thrilled to double the amount of funds available this fiscal year in the Iowa Tourism Grants program from $150,000 to $300,000. We received a great response with 77 eligible applications seeking $557,500 in grant funding. In total 40 applications were approved.
We are incredibly thankful to Governor Reynolds for prioritizing tourism in Fiscal Year 2022 by providing the Iowa Tourism Office $8.5 million in funding from the American Rescue Plan Act. These funds have so far funded a national ad campaign, photo and video shoots, a planned Travel Iowa website update, and will be used to extend our spring marketing campaign.
In addition, the Iowa Tourism Office was awarded $5.3 million in funding from the U.S. Economic Development Administration (EDA) for tourism and outdoor recreation marketing. These federal grant funds will assist industry partners with out-of-state travel and tourism marketing as well as digital technology enhancements to the four state-owned welcome centers.

OTHER BUSINESS
Ms. Santizo thanked the Board members for their work on this round of CAT applications. She also updated the Board on the Sports Tourism application/program with more information coming in January 2022.
CLOSING BUSINESS
The next meeting is scheduled for January 6, 2022 and will be held either in-person at 1963 Bell Ave, Des Moines, IA 50319 or virtually.
