CALL TO ORDER
Mr. Burns called the meeting to order at 9:34 a.m. Ten voting members were present. The agenda was approved. The minutes from the December 3, 2020 meeting were approved. 

Administrative Rule Amendments - 261 IAC Chapter 213 
On a motion by Mr. Boone and seconded by Ms. Pfannkuch, the board approved administrative rule amendments to 261 IA Chapter 213. 

CONTRACT AMENDMENTS & CONTINGENT AWARDS 
City of West Des Moines // MidAmerican Energy Company RecPlex representatives requested that the deadline to submit the first CAT disbursement be extended to February 28, 2021. A disbursement request with invoices exceeding the proposed total project cost has been received and reviewed by IEDA staff. The facility is scheduled to open in March/April 2021. On a motion by Mr. Broshar and seconded by Ms. Wells, the board approved the request to extend the deadline to submit the first CAT disbursement to February 28, 2021.

Des Moines Water Works Park Foundation // Des Moines Water Works Park – Phase I representatives requested that the contract be reopened, and the completion date be extended to November 30, 2021. Sam Carrell reported that many aspects of the project have been completed – with landscaping and signage planned for summer 2021. Discussion included whether the proposed November date would offer enough time to pay all project related invoices. On a motion by Mr. Broshar and seconded by Ms. Hein, the board approved the request to reopen the contract and extend the project completion date to December 31, 2021. 

City of Keosauqua // Ferguson Sports Complex & Fitness Trail representative requested that the contract be reopened and the completion date be extended to December 31, 2021. IEDA staff confirmed that the total project costs have been met. However, Missy Harward reported that final items of the project are yet to be completed. On a motion by Mr. Deignan and seconded by Mr. Broshar, the board approved the request to reopen the contract and extend the project completion date to December 31, 2021.

REPORTS

Tourism Report
Following the success of the award-winning State Park Passport, the Iowa Tourism Office launched the Scenic Byway Passport in early January. The free digital passport allows travelers to discover the beauty of Iowa’s scenic byways and the unique attractions, shops and restaurants along the way, while also qualifying for discounts and prizes. Each month, a different byway will provide a prize package valued at approximately $200 that can include overnight stays, gift certificates and merchandise. The monthly promotions run throughout 2021. An Iowa Wine Passport will be available in mid-February while an Iowa Beer Passport is slated for May. These will replace the existing Wine and Beer app.

The Spring/Summer 2021 Iowa Travel Guide will be available in mid-March. Editorial features include the Lauridsen Skate Park, Brucemore, ice cream shops and Iowa’s 175th birthday.

The U.S. Department of the Interior has designated the Surf Ballroom in Clear Lake as a National Historic Landmark, recognizing its enduring role in the history of American music. The ballroom is best known for hosting the last concert of Buddy Holly, Ritchie Valens and J.P. “The Big Bopper” Richardson before their fatal plane crash in the early hours of Feb. 3, 1959.
