CALL TO ORDER
Ms. Damman called the meeting to order at 10:00. Nine voting members were present. The agenda was approved. The minutes from the December 12, 2018 meeting were approved.
CONTRACT AMENDMENTS & CONTINGENT AWARDS
City of Nora Springs // Mill Pond Pedestrian Bridge Project (17-CAT-003) Contract Amendment
Recipient is requesting that the contract be reopened, and the project completion date be extended. On motion of Mr. Broshar and second by Ms. McGann, the Board approved the contract to be reopened and a completion date extension through September 30, 2019.
Baseball/Softball Sales Tax Rebate – BettPlex Complex Definition
Staff highlighted the history of the BettPlex Baseball/Softball Tax Rebate award. After receiving approval for a $2.5 million award under the program in October 2017, the facility opened in May 2018. Iowa code language governing the program sets out that the Enhance Iowa Board will identify and approval the baseball/softball complex and the Iowa Department of Revenue will administer the rebate. At the time an application was made, BettPlex only referenced the outdoor fields and concession stand to meet the $10 million minimum investment requirement. The BettPlex Complex also includes an indoor facility and additional fields. In March 2018, the Department of Revenue requested that the Board clarify the boundaries of the baseball softball complex for the purposes of the rebate program. At that time, no administrative rules governed the program and the recipient did not have use data related to the indoor facility. The Honorable Scott Naumann, serving as Mayor pro tem for the City of Bettendorf presented a request that the BettPlex Complex definition be amended to include certain baseball and softball related activities occurring in the indoor complex. The presentation included photographs of the facility and an explanation of uses within the facility.
On motion of Ms. Arthur and seconded by Mr. Burns, the Board amended the baseball and softball complex definition for BettPlex to include the outdoor baseball/softball fields and the indoor facility. The Board further clarified which elements and revenues generated within the indoor facility are considered a part of the baseball/softball complex. The following should be included: indoor batting cage rentals, indoor turf rentals for baseball or softball uses, sales from the indoor retail store, all food and beverage sales at the complex (including the indoor and outdoor concessions and restaurants).
The Board recessed at 10:55 am.
The Board reconvened at 11:14 am.

CAT Review Committee Recommendations
City of DeWitt // Frances Banta Waggoner Community Library Expansion Project
On motion of Mr. Broshar and seconded by Ms. McGann, the Board awarded the City of DeWitt // Frances Banta Waggoner Community Library Expansion Project a CAT grant in the amount of $350,000. The award is contingent on completed fundraising within 90 days.
Miracle League of Dubuque & City of Dubuque // Miracle League of Dubuque Baseball Field & All-Inclusive Playground
On motion of Mr. Carter and seconded by Ms. Arthur, the Board awarded the Miracle League of Dubuque & City of Dubuque // Miracle League of Dubuque Baseball Field & All-Inclusive Playground Project a CAT grant in the amount of $500,000.

OTHER BUSINESS
The Board reviewed the outline of guidelines and pillars that was discussed in October 2018. Board members directed staff to include the pillars on project summaries for easy review.
CLOSING BUSINESS
The next Enhance Iowa meeting is tentatively set for February 13, 2019 at the Iowa Hospital Association.
