CALL TO ORDER
Ms. Damman called the meeting to order at 10:06. Seven voting members were present. The agenda was approved. The minutes from the February 13, 2019 meeting were approved.
CONTRACT AMENDMENTS & CONTINGENT AWARDS
City of Fort Dodge // Fort Dodge and Webster County Trail Plan – Phase II (17-CAT-013) Contract Amendment
Recipient is requesting the contract be extended through November 1, 2019. Chad Schaeffer gave an overview of the project completed thus far and the timeline for the outstanding portion of project. The Board suggested additional time might be needed to fully complete the project and pay all applicable invoices. On motion of Ms. Hein and second by Mr. Deignan, the Board approved the request to extend the project completion date to April 30, 2020.
REPORTS
Tourism Report
Jessica O’Riley reported that the state’s tourism ad campaign will start next month.
Legal Report
Ms. Hank-Bents reported that the two bills described at the last meeting are still moving through the house and senate this legislative session. The administrative rule amendments have been published in the Administrative Bulletin and are available for public comment.
The Board recessed at 10:16 am.
The Board reconvened at 11:12 am.

CAT Review Committee Recommendations
Madison County // Rebuild Cedar Covered Bridge
On a motion by Mr. Broshar and seconded by Ms. Hein, the Board awarded Madison County // Rebuild Cedar Covered Bridge a CAT grant in the amount of $57,727.
Keokuk Parks Foundation & City of Keokuk // Keokuk Parks Foundation Pickleball Court Project
On a motion by Mr. Broshar and seconded by Ms. Hein, the Board awarded Keokuk Parks Foundation & City of Keokuk // Keokuk Parks Foundation Pickleball Court Project a CAT grant in the amount of $16,151.
PUBLIC COMMENT
No public comment.
OTHER BUSINESS
Liesl Voges with the Department of Cultural Affairs, Great Places Program provided an update on the program that was revamped two years ago. The program is a designation and funding program, but those functions are now separate. In order to get a Great Places designation, an applicant must complete community visioning and planning. Legislation governing the program requires that other state agencies give consideration to Great Place project. Staff will consider adding an application question to the new CAT application.
CLOSING BUSINESS
The next Enhance Iowa meeting is tentatively set for April 10, 2019 at the Charles E. and Florence M. Lakin Community Center located in Malvern.
