CALL TO ORDER
Mr. Boone called the meeting to order at 9:36 a.m. Nine voting members were present. The agenda was approved. The minutes from the August 20, 2020 meeting were approved.
John Burns arrived at 9:38 a.m.
CONTRACT AMENDMENTS & CONTINGENT AWARDS
Polk County // Lauridsen Skatepark & Spectator Park requested an amendment to extend the deadline to make the first CAT grant disbursement. The contract requires that one disbursement take place in the first 12 months of the contract. This deadline was missed on September 11, 2020. A disbursement request has been submitted and payment could be authorized upon Board approval of the request. On a motion by Mr. Boone and seconded by Mr. Carter, the Board approved the request to extend the deadline to make the first CAT disbursement to October 1, 2020.
The Board recessed for the CAT Committee at 9:41 a.m.
The Board reconvened following the CAT Committee meeting at 10:36 a.m.
REPORTS
Tourism Report
Jessica O’Riley reported that the Iowa Tourism office released the Fall/Winter Travel Guide and the DNR has released the first weekly Fall Color Report.

COMMITTEE RECOMMENDATIONS
CAT Committee Recommendations
On a motion by Mr. Broshar and seconded by Ms. Frahm, the board awarded the City of Cedar Rapids // ConnectCR project a CAT Grant in the amount of $500,000, contingent on completed fundraising by January 31, 2021.
On a motion by Mr. Broshar and seconded by Ms. Hein, the board awarded the City of Northwood & Northwood-Kensett Community School District // Vikings Activity Center project a CAT Grant in the amount of $453,000, contingent on completed fundraising within 90 days.
On a motion by Mr. Broshar and seconded by Ms. Frahm, the board awarded the Jackson County Fair Association // Jackson County Fair & Extension / 4-H Outreach Center project a CAT Grant in the amount of $350,000, contingent on completed fundraising within 90 days.
