CALL TO ORDER
Mr. Burns called the meeting to order at 9:34 a.m. Seven voting members were present. Ms. Santizo gave update on recently received CAT applications. The agenda was approved. The minutes from the July 29, 2021 meeting were approved. 

CONTRACT AMENDMENTS & CONTINGENT AWARDS 
Council Bluffs Soccer Club // Iowa West Sports Plex
Ms. Santizo gave an overview of the status on the contract and the request being made. Council Bluffs Soccer Club was the recipient of a 2019 CAT Grant. Through contract close out proceedings it was discovered that the Council Bluffs Soccer Club did not own/construct the facility. MAC Ventures, LLC, a disregarded entity of the Iowa West Foundation owns the facility. The recipient requested that the Iowa West Foundation and MAC Ventures, LLC (a single member LLC under Iowa West) be added as a recipient of the award. On a motion by Mr. Carter and seconded by Ms. Pfannkuch, the request was approved as presented. 

Mr. Broshar joined meeting at 9:42 a.m.

Committee Assignments
Ms. Santizo made recommendations on Committee Assignments for the CAT Committee and newly formed Sports Tourism Committee. 

On a motion by Mr. Deignan and seconded by Mr. Broshar, the CAT Committee was approved as recommended. 

On a motion by Ms. Wells and seconded by Ms. Hein, the Sports Tourism Committee was approved as recommended.

Notice of Intended Action for Administrative Rule Amendments – 261
Ms. Connell presented an overview of the administrative rule approval process and a review of the Sports Tourism Rules. Discussion of the program rules included what the funding could be utilized for and a timeline for accepting applications. On a motion by Ms. Pfannkuch and seconded by Mr. Carter, the rules were approved as presented with no amendments.

Ms. Frahm joined meeting at 9:55 a.m.

REPORTS

Tourism Report
Ms. O’Riley reported that, as part of the strategic plan process, the Iowa Tourism Office will be holding 10 listening sessions across the state in early October. These give people the opportunity to see and provide feedback on the Iowa Tourism Situation Assessment, which includes results of the surveys, interviews and working group sessions. The Fall/Winter Iowa Travel Guide is now available. Editorial content features Year of the Road
Trip inspiration, the Freedom Rock Tour, fall color trips and tips, cultural cuisines in surprising places and more. 

The Iowa Farm & Fun Passport, our newest passport, features two trail options. The Iowa Dairy Trail includes homemade ice cream, cheese and all things dairy. Each check-in on the Dairy Trail earns travelers one entry into a monthly sweepstakes drawing, through December, courtesy of Midwest Dairy. The Fall Fun Trail features pick-your-own apple orchards and pumpkin patches giving travelers the chance to redeem family deals and discounts.
