• Welcome and Introductions

Iowa Economic Development Authority Board Chair Chris Murray called to order the meeting of the IEDA Board at 9:31 a.m.

• Roll Call

A quorum of the Board was established with the following members present: Jennifer Cooper, Linda Crookham-Hansen, Mark Kittrell, Chris Murray, Lisa Hull, Megan McKay,

Tom Townsend, Doane Chilcoat, Lisa Shimkat, Pankaj Monga and Emily Schmitt

Ex-officio members present: David Barker, Kenan Judge, Rob Denson, Jackie Smith and Mark Lofgren

Approval of Minutes – July 19, 2019 Iowa Economic Development Authority Board Meeting

MOTION: Mark Kittrell moved that the IEDA Board approve the minutes of the July 19, 2019 IEDA Board meeting, seconded by Doane Chilcoat. Motion carried unanimously.

Approval of Agenda – August 16, 2019 Iowa Economic Development Authority Board Meeting

MOTION: Lisa Shimkat moved that the IEDA Board approve the agenda for the August 16, 2019 IEDA Board meeting, seconded by Linda Crookham-Hansen.  Motion carried unanimously.

Public Comment Period:  No comments were made.

120 Day Report

Arconic, Inc.: 60-day extension

Vertex Software, LLC: 30-day extension

Weaverkade B.V./Lely North America: 60-day extension

Winnebago Industries, Inc.: 60-day extension

MOTION: Linda Crookham-Hansen moved that the Iowa Economic Development Authority Board approve the extensions of the contract execution deadlines as recommended by the DDC, seconded by Lisa Hull. Motion carried unanimously. 

Compliance Report

American Packaging Corporation: Story City – Request to Extend Project Completion Date

MOTION:  Lisa Hull moved that the Iowa Economic Development Authority Board approve the recommendation of the DDC for an 8-month extension of the Program Completion Date, seconded by Mark Kittrell.  Motion carried unanimously.

Simply Essentials, LLC: Charles City - Contract Termination

MOTION:  Lisa Shimkat moved that the Iowa Economic Authority Board approve the recommendation of the DDC, the request for a mutual termination of the contract, seconded by Linda Crookham-Hansen.  Motion carried unanimously.

Financial Assistance Application

Nordic Group of Companies, LLC and Seats Incorporated: Chariton

MOTION: Linda Crookham-Hansen moved that the Iowa Economic Development Authority Board approve the recommendation of the DDC to award a maximum of $205,400 in Investment Tax Credits and a maximum of $16,500 in Sales, Service and Use Tax Refund, seconded by Doane Chilcoat. Roll Call vote was taken. Motion carried unanimously.

SIOUX CITY REINVESTMENT DISTRICT

MOTION: Jennifer Cooper moved, seconded by Mark Kittrell, that the Iowa Economic Development Authority Board approve the request to amend the legal description of the real estate forming the boundaries of the Reinvestment District and to replace the map that was included in the original District Plan with an updated map of the amended boundaries.  Motion carried unanimously.  

Ex-officio member Rob Denson left the meeting at 9:39 a.m.

RULES AMENDMENTS

MOTION: Linda Crookham-Hanson moved that the Iowa Economic Development Authority Board adopt the Amendments to Workforce Housing Tax Incentives, Disaster Recovery Housing program, seconded by Mark Kittrell.  Motion carried unanimously.

INNOVATION FUND TAX CREDIT PROGRAM

MOTION: Mark Kittrell moved that the Iowa Economic Development Authority Board approve the issuance of 33 Tax Credit Certificates as recommended by the IEDA staff, seconded by Doane Chilcoat.  Motion carried unanimously.

ANGEL INVESTOR TAX CREDIT PROGRAM

MOTION: Doane Chilcoat moved that the Iowa Economic Development Authority Board approve the Issuance of 63 Tax Credit Certificates and deny applications submitted by 2 Ineligible Applicants, seconded by Mark Kittrell.  Motion carried unanimously.

Other Business

The next IEDA Board meeting will be held on Friday, September 20, 2019 at 9:30 a.m.

There being no further business at the meeting of the IEDA Board,

MOTION: Lisa Hull moved that the IEDA Board adjourn, seconded Jennifer Cooper. Motion carried unanimously. Meeting adjourned at 10:34 a.m.
