Iowa Economic Development Authority Board Chair Chris Murray called to order the meeting of the IEDA Board at 9:47 a.m.

A quorum of the IEDA Board was established with the following Board members present: Chris Murray, Megan McKay, Jennifer Cooper, Linda Crookham-Hansen, Emily Schmitt, Pankaj Monga, Thomas Townsend, Lisa Shimkat, Mark Kittrell, Doane Chilcoat and Lisa Hull Ex-officio members present: David Barker and Rob Denson
 
Approval of Minutes – November 20, 2020 IEDA Meeting
MOTION: Megan McKay moved that the IEDA Board approve the minutes of the November 20, 2020 IEDA Board meeting, seconded by Lisa Shimkat. Motion carried unanimously.

Approval of Agenda – December 18, 2020 IEDA Meeting
MOTION: Emily Schmitt moved that the IEDA Board approve the agenda for the December 18, 2020 IEDA Board meeting, seconded by Mark Kittrell. Motion carried unanimously.

MOTION: Lisa Shimkat moved that the Iowa Economic Development Authority Board accept the recommendations of the DDC regarding items A and B on the Consent Agenda, seconded by Jennifer Cooper. Motion carried unanimously.

FINANCIAL ASSISTANCE APPLICATIONS
Eco Lips, Inc. / Shriver Real Estate, LLC: Cedar Rapids
MOTION: Lisa Hull moved that the Iowa Economic Development Authority Board accept the recommendation of the DDC to award a maximum of $218,520 in Investment Tax Credits and a maximum of $19,890 in Sales, Service and Use Tax Refund, seconded by Linda Crookham-Hansen. Roll Call vote was taken. Motion carried unanimously.

Simmons Pet Food, Inc.: Dubuque
MOTION: Jennifer Cooper moved that the Iowa Economic Development Authority Board accept the recommendation of the DDC to award $800,000 in direct financial assistance as a Forgivable Loan and award a maximum of $3,000,000 in Investment Tax Credits and a maximum of $300,000 in Sales, Service, and Use Tax Refund, seconded by Mark Kittrell. Roll Call vote was taken. Motion carried unanimously.

MASON CITY DOWNTOWN REINVESTMENT DISTRICT
MOTION: Mark Kittrell moved, seconded by Lisa Shimkat, to accept the DDC recommendation to amend contingencies to (1) Continue to provide weekly updates to IEDA staff until construction has started on the Downtown Hotel project; and (2) By April 30, 2021, submit to IEDA documentation that construction financing has closed for the Downtown Hotel. Motion carried unanimously.

IOWA STRATEGIC INFRASTRUCTURE PROGRAM – APPLICATION FOR FINANCIAL ASSISTANCE – UNIVERSITY OF IOWA WASTEWATER PROJECT
MOTION: Doane Chilcoat moved, seconded by Mark Kittrell, to accept the recommendation of the Iowa Innovation Council and the DDC to approve the request by the University of Iowa for
$2,925,000 for the establishment of the Iowa Wastewater and Waste-to-Energy Research Program
 
Innovation Center and Tech Park to be established at the Iowa City Municipal Water Resource Recovery Facility. Roll Call vote was taken. Motion carried unanimously.

AMENDMENTS TO RULES
Accelerated Career Education Program Rules, 261 IAC Chapter 20
MOTION: Mark Kittrell moved that the Iowa Economic Development Authority Board approve Filing Notice of Intended Action for Amendments to Accelerated Career Education Program Rules, 261 IAC Chapter 20, seconded by Emily Schmitt. Motion carried unanimously.

Entrepreneur Investment Awards Program, 261 IAC Chapter 102
MOTION: Mark Kittrell moved that the Iowa Economic Development Authority Board approve Filing Notice of Intended Action for Amendments to Entrepreneur Investment Awards Program Rules, 261 IAC Chapter 102, seconded by Doane Chilcoat. Motion carried unanimously.

IOWA INNOVATION COUNCIL (IIC) MEMBER REAPPOINTMENTS – Terms Ending 4/30/2022

Ye Lao, Vice President, Worldwide Research and Development, Kemin Industries Erik Skovgard, CEO/President, Lincoln Savings Bank
MOTION: Mark Kittrell moved that the Iowa Economic Development Authority Board approve the recommendation by the Iowa Innovation Council Executive Committee to appoint the above to the Iowa Innovation Council, seconded by Lisa Shimkat. Motion carried unanimously.

TECHNOLOGY COMMERCIALIZATION COMMITTEE (TCC) MEMBER APPOINTMENT
David Bernstein, Officer and Co-Owner, State Steel Supply Company – Term Ending 12/31/2021 MOTION: Pankaj Monga moved that the Iowa Economic Development Authority Board appoint David Bernstein to the TCC, seconded by Mark Kittrell. Motion carried unanimously.

VENDOR APPROVAL
MOTION: Lisa Shimkat moved that the Iowa Economic Development Authority Board approve CY2021 contract with the National Main Street Center for $250,000; seconded by Emily Schmitt. Motion carried unanimously.

OTHER BUSINESS
The next IEDA Board meeting will be held on Friday, January 22, 2021 at 9:15 a.m.
