COVID-19 Funding Programs

Governor Reynolds allocated federal CARES Act Funds to assist Iowa farmers, producers and biofuel producers impacted by COVID-19. The Iowa Beginning Farmer Debt Relief Fund and the Iowa Livestock Producer Relief Fund provide short-term relief to eligible Iowa farmers. The Iowa Biofuels Relief Program provides relief funding to eligible biofuel producers located in Iowa. 

The application period for all three agriculture programs has now closed.

Iowa Beginning Farmer Debt Relief Fund

APPLICATION PERIOD

  • The application period has now closed.

PROGRAM DETAILS

  • The COVID-19 Iowa Beginning Farmer Debt Relief Fund provides eligible beginning farmers with a debt service payment up to $10,000.
  • Beginning farmers can only apply for one of the agricultural assistance programs, not both.
  • Eligible individuals may receive a maximum of one grant through the program. Applicants may only apply for assistance once, as an individual or as a member of an agricultural entity. Duplicate applications will not be accepted.

ELIGIBILITY

  • For individual applicants: Net worth must be below $682,000 (includes applicant, spouse and minor children)
  • For entity applicants: Total aggregate net worth of all partners, members or officers (including each of their net capital in the entity, and their spouse and minor children) must be less than $1,364,000. Each partner, member or officer (including their net capital in the entity and their spouse and minor children) must have an aggregate net worth of $682,000 or below.
  • Must have long-term agricultural debt in the beginning farmer’s or entities’ name.
  • Farm must be located in Iowa.
  • Debt must have an original term or amortization greater than or equal to 10 years.
  • Must have experienced an involuntary loss of income after March 17, 2020, due to the COVID-19 public health emergency.

REQUIRED DOCUMENTATION

  • Lender certification including financial statements, debt service details and documentation for the beginning farmer or agricultural entity.

PAYMENT

  • Payments for approved beginning farmers will be made to the lender and applied directly to the beginning farmer’s annual debt service payment.

Iowa Livestock Producer Relief Fund

APPLICATION PERIOD

  • The application period has now closed.

PROGRAM DETAILS

  • The COVID-19 Iowa Livestock Producer Relief Fund provides eligible livestock producers with grants up to $10,000 that may be used as working capital to continue operations.
  • The grant amount available will be dependent on program demand and will be announced following the close of the application period.
  • Livestock producers can only apply for one of the agricultural assistance programs, not both.
  • Eligible individuals may receive a maximum of one grant through the program. Applicants may only apply for assistance once, as an individual or as a member of an agricultural entity. Duplicate applications will not be accepted.
  • Iowa Livestock Producer Relief Fund FAQ

ELIGIBILITY

  • Three year Average Adjusted Gross Income must be $750,000 or less.
  • Two-thirds or more of annual gross income must come from farming.
  • Livestock types include:
    • Beef cattle
    • Chickens
    • Dairy cattle
    • Fish
    • Sheep
    • Swine
    • Turkeys
  • Must have had a combined total of 40 animal units or more of one or more of the livestock types listed above on any one day of the applicant’s choice between January 1 – March 31, 2020. Animal units are based on Iowa Code §459.102
  • Must have experienced an involuntary loss of income after March 17, 2020, due to the COVID-19 public health emergency.
  • Contract growers/custom feeders may be eligible if:
    • The contract was in place between January 1 and March 31, 2020, and was reduced, changed to the grower’s detriment, delayed or canceled. Please note this may be claimed if the change/cancellation is currently under dispute.
      OR
    • Does not own livestock, but the contract allows the grower to have a risk in the livestock and have a share of the livestock available for marketing.

Iowa Biofuels Relief Program

The Iowa Biofuels Relief program provides short-term cash flow assistance to Iowa-based biodiesel and ethanol companies impacted by the COVID-19 pandemic.

APPLICATION PERIOD

  • The application period has now closed.

PROGRAM DETAILS

  • Producers of ethanol and biodiesel are eligible for a payment of $0.0225 per gallon produced between January 1 - March 31, 2020.
  • Maximum grant award per company is dependent on program demand and will not exceed $750,000. 
  • Biofuel producers must use these grant dollars for the reimbursement of purchased feedstock. 
  • Only one application per biodiesel and ethanol production company will be accepted on behalf of all of its Iowa production plant locations.

ELIGIBILITY

  • Ethanol and biodiesel production companies with plants located in Iowa. 
  • Must have produced at least 100,000 gallons of biofuel between January 1 and March 31, 2020.
  • Must have experienced revenue losses due to price damage on produced gallons of biofuel, the idling of plants or other curtailment of production on or after March 17, 2020, as a result of the COVID-19 public health emergency.
