COVID-19 Funding Programs
AN EXTENSION OF THE IOWA SMALL BUSINESS RELIEF GRANT PROGRAM
Governor Reynolds allocated federal CARES Act funds to assist bars, taverns and other establishments impacted by the Aug. 27, 2020, COVID-19 disaster proclamation that closed bars in six counties.
- Eligible businesses will receive a one-time $10,000 grant to assist with short-term cash flow.

Will funds received through a state COVID-19 relief program be taxed as income?
Iowa Small Business Relief Grants have been granted state tax exemption by the Iowa legislature. More information will be forthcoming as guidance becomes available in regard to state taxes for other COVID-19 relief programs. Please reference the Internal Revenue Service Guidance for information on federal taxes as they relate to COVID-19 relief funds.
Who Qualifies?
Businesses must be located in one of the following counties:
- Black Hawk
- Dallas
- Johnson
- Linn
- Polk
- Story
Eligible businesses types:
- Licensed bar or tavern
- Brewery
- Distillery
- Winery
- Other eligible licensed establishment that sells alcoholic beverages for consumption on premises
Eligible businesses must be in good standing with the Iowa Alcoholic Beverages Division, Iowa Department of Inspections and Appeals and the Iowa Department of Revenue.
How Do I Apply?
The online application was available beginning Thurs., Sept. 10 through Thursday, September 24 at 5:00 p.m. The program is no longer taking applicants.
