CALL TO ORDER
Ms. Damman called the meeting to order at 10:06. Nine voting members were present. The agenda was approved. The minutes from the March 13, 2019 meeting were approved.
CONTRACT AMENDMENTS & CONTINGENT AWARDS
City of LeMars // Community Betterment Project II (17-CAT-007) Contract Amendment
Jason Vacura was present to request the Board amend the current project scope to remove the auxiliary gym from Wellness Center project plans. Board members raised questions about the square footage and cost differences in the projects and communicated that the award would likely be reduced as a result of the change. On a motion by Mr. Broshar and seconded by Ms. Hein, the Board moved authorized the chair to appoint a due diligence committee to make a recommendation to the full Board.
The Board recessed at 10:18 am.
The Board reconvened at 11:07 am.
REPORTS
Tourism Report
Jessica O’Riley reported that the state’s tourism ad campaign will be kicking off by end of month. The tourism team will unveil its “Outdoor Experience” campaign in the coming weeks.
Legal Report
Ms. Hanks-Bents reported that the Enhance Iowa bill has passed the House and will be review by the Senate. Program administrative rules received no public comment and are proceeding through the process to adoption.

CAT Review Committee Recommendations
Scott County Family Y // Downtown Davenport YMCA
On a motion by Mr. Broshar and seconded by Ms. McGann, the Board awarded the Scott County Family Y // Downtown Davenport YMCA a CAT grant in the amount of $500,000, contingent upon the receipt of a financing commitment letter by October 1, 2019.
Iowa Asian Alliance & Riverfront Development Authority // Asian Garden Enhancement On a motion by Mr. Broshar and seconded by Ms. Hein, the Board awarded Iowa Asian Alliance and Riverfront Development Authority // Asian Garden Enhancement a CAT grant in the amount of $92,500. |
Milford Commercial Club & City of Milford // Millstone Park |
On a motion by Mr. Broshar and seconded by Ms. Arthur, the Board awarded Milford Commercial Club and City of Milford // Millstone Park a CAT grant in the amount of $82,500, contingent on documentation of completed fundraising within 60 days. |
