CALL TO ORDER
Mr. Burns called the meeting to order at 10:06. Eight voting members were present. The agenda was approved. The minutes from the August 14, 2019 meeting were approved.

CONTRACT AMENDMENTS & CONTINGENT AWARDS

Des Moines Heritage Trust // The Des Moines Heritage Center requested approval to assign the contract to The Des Moines Heritage Center. On a motion by Ms. Van Kooten seconded by Mr. Carter, the Board approved the request.

The Board recessed at 10:05 am.

The Board reconvened at 10:38 am.

REPORTS

Tourism Report

Ms. Matsen reported that the This is Iowa campaign is well underway and seeing great success.

Legal Report

Ms. Grimm reported that the vacant attorney to staff the Enhance Iowa Board position should be filled within the next two months.

Due Diligence Committee Reports

CAT Review Committee Recommendations

On a motion by Mr. Broshar and seconded by Mr. Deignan, the board awarded Ames Foundation // Ames Miracle Park – Inis Grove Accessibility Improvements a CAT Grant in the amount of $200,000, contingent upon the completion of fundraising by December 31, 2019.

On a motion by Mr. Broshar and seconded by Ms. Wells, the Board awarded Franklin County Agriculture and Fair Association // Franklin County Convention Center Extreme Makeover/Renovation a CAT Grant in the amount of $200,000, contingent upon formal approval by the City of Hampton for a contribution of $5,000 per year for four years and transfer of ownership of the property on which the center sit from Franklin County to the Fair Association.

On a motion by Mr. Broshar and seconded by Ms. Hein, the Board awarded Polk County // Lauridsen Skatepark & Spectator Park a CAT Grant in the amount of $500,000, contingent upon receipt within 60 days of documentation that fundraising has been completed.

On a motion by Mr. Broshar and seconded by Mr. Deignan, the Board awarded YMCA of Cedar Rapids Metropolitan Area // New Regional YMCA in Marion a CAT Grant in the amount of $400,000, contingent upon the receipt within 60 days of documentation of completed fundraising.

The next Enhance Iowa meeting is tentatively scheduled for October 9, 2019 at the Iowa Economic Development Authority (200 E Grand, Des Moines, IA 50309).
