Iowa Restaurant and Bar Relief Grant Program

PRE-APPLICATION CHECKLIST

Applicants are required to complete the pre-application screening below. Upon successful completion of this screening checklist, the applicant will be provided with the link to the full application.

Please note that a submittal of an application does not guarantee an award of financial assistance. 

IMPORTANT:
Ownership entities must submit one application per eligible business location. Each location applying MUST provide their unique sales tax permit number.

  1. The business is an Iowa-based bricks and mortar establishment in which the primary purpose is serving food or drink.
  2. The business was established and open for business on or before April 1, 2020.
  3. The business is part of a national chain or franchise. (Iowa franchise locations of Iowa-based chains are eligible to apply.)
  4. If a national chain or franchise, it has a total of 20 or more locations doing business under the same name, regardless of the type of ownership.
  5. This business is one of the following business types: 
  6. If this business has been classified as full service or operated as a full-service business prior to the pandemic, please verify it provides food services to patrons who order and are served while seated (i.e., waiter/waitress service) and pay after eating. 
  7. This business is the following type, per standard industry definition: 
  8. This business experienced a 15% or more decrease in gross sales, due to the COVID-19 pandemic from April 1 - September 30, 2020 compared to April 1- September 30, 2019, as evidenced by the Iowa Sales/Retailer's Use Tax and Surcharge Return. Please note the figures provided must match line 1 of the Iowa Sales/Retailer's Use Tax and Surcharge Form to be considered for an award.
    *Newly established businesses opened between June 30, 2019, and April 1, 2020, please select “Yes.”
  9. The business is permanently closed.
  10. The business provides adult entertainment, as defined by Iowa Code 239b.5, subsection 4, paragraph "a".
  11. The business is in good standing with all relevant licensing agencies, as applicable, including the Iowa Department of Revenue, Iowa Alcoholic Beverages Division and the Iowa Department of Inspections and Appeals.
  12. The applicant acknowledges that if there is an ownership entity or owner with multiple eligible businesses, an application will be completed for each business location. 
  13. The establishment is a private organization (membership required and/or not open to the general public).
